It's the Yooka-Laylee Toybox demo thing!
As far as I know I went and explorated and discovered everything there was needed to be discovered, including that secret particle room and the secret button once all quills are collected. Neato neato.

This isn't Toybox Plus, that's for when that goes live (As it is currently not live right now).
